Chapter 33 of the NYC Building Code ("Safeguards During Construction or Demolition") governs public/property safety during construction and demolition, including designation of a site safety manager or coordinator at major buildings under Section 3310 and, for jobs identified in Section 3301.13.3, a licensed construction superintendent with a site safety plan that meets Article 110 of Title 28 of the Administrative Code kept on-site. A construction superintendent must be licensed under Article 428 of Title 28; work solely on a 1-, 2-, or 3-family building (or its accessory use) is exempt where the permit holder is registered as a general contractor under Article 418.
