LL84/133 Energy & Water Benchmarking
NYC Admin. Code § 28-309.2 (Benchmarking, Local Law 84 of 2009, as amended by Local Law 133 of 2016)
Requires owners of "covered buildings" to annually benchmark whole-building energy and water consumption using the EPA ENERGY STAR Portfolio Manager tool and submit the data to the City no later than May 1 each year. Local Law 84 (2009) originally covered buildings over 50,000 gross square feet; Local Law 133 (2016) lowered the threshold to buildings exceeding 25,000 gross square feet, while also covering two or more buildings on the same tax lot, or two or more condominium-form buildings under one board of managers, that together exceed 100,000 gross square feet.
