Requires owners of buildings subject to benchmarking (generally over 25,000 sq ft) to obtain an annual energy efficiency score (1–100, derived from EPA ENERGY STAR Portfolio Manager) and a corresponding letter grade, and to post a DOB-issued Building Energy Efficiency Rating label in a conspicuous location near each public entrance. As amended by Local Law 95 of 2019, grade cutoffs are A for scores of 85 and above, B for 70–84, C for 55–69, and D for below 55; an F grade is assigned for failure to submit required benchmarking information, and an N grade applies to buildings exempt from or not eligible for the ENERGY STAR program (N-grade buildings need not post). Labels are issued by DOB on October 1 each year and must be displayed within 30 days (by October 31).
