NYC Admin. Code § 24-177.1 (Local Law 154 of 2021)
Prohibits the on-site combustion of any substance that emits 25 kilograms or more of carbon dioxide per million Btu of energy in new buildings, effectively barring natural gas, fuel oil, and propane for space heating, water heating, and other end uses in new construction. The prohibition phases in by building height based on construction-document filing date: buildings less than seven stories (filed after December 31, 2023, with compliance beginning January 1, 2024) and buildings seven stories and taller (filed after July 1, 2027). The law enumerates exemptions, including spaces used for commercial kitchens, hospitals, laboratories, manufacturing, laundromats, crematoriums, emergency/standby power, and buildings used by utilities for electricity or steam generation or for sewage/food-waste treatment.
