Article 304 of Title 28 of the NYC Administrative Code (NYC Construction Codes) requires every new and existing elevator or conveying system to be inspected and tested on the schedule set forth in the article, with the annual inspection and test for elevators and escalators performed on behalf of the owner by an approved agency (28-304.6.1). 1 RCNY § 103-02 sets the filing requirements and schedule, including an annual periodic inspection and Category 1 no-load safety test (performed Jan 1–Dec 31) and a Category 5 test at five-year intervals, with civil penalties for late or unfiled inspection/test reports and for failure to timely correct and affirm defects.
