Article 303 of Title 28 of the NYC Administrative Code requires each boiler to be inspected at least once a year, with low-pressure boilers receiving an annual external inspection and an internal inspection where the boiler's construction allows (§§ 28-303.2, 28-303.2.1). The inspection must be performed by a qualified boiler inspector hired by the owner, and the owner must file the signed annual inspection report with the Department within 14 days after the inspection (§ 28-303.7; 1 RCNY § 103-01). Failure to file or late filing carries civil penalties (e.g., $50/month per boiler late, up to $600, and $1,000 per boiler for failure to file).
