NYC Building Code § BC 3314 ("Scaffolds") governs the design, installation, use, inspection, and removal of supported and suspended scaffolds used during construction or demolition. Suspended scaffolds generally must be designed by a registered design professional, with limited exceptions allowing a licensed rigger (or a licensed sign hanger for sign-hanging work) to design certain two-point, single-tier scaffolds, and their installation and removal must be done under the direct and continuing supervision of a licensed rigger.
