NYC Admin. Code Title 28, Ch. 1, Art. 118 (§ 28-118.1 et seq.)
No building or open lot may be used or occupied without a certificate of occupancy issued by the Commissioner (§ 28-118.1); the C of O is issued after the Commissioner inspects and determines the building substantially conforms to the approved construction documents, the Construction Codes, and other applicable laws and rules (§ 28-118.6), and the certificate states the permitted use and occupancy in accordance with the code and the Zoning Resolution. No change inconsistent with the last-issued certificate of occupancy may be made until a new certificate is issued (§ 28-118.3.2), and the owner must post a copy of the C of O conspicuously, except buildings occupied entirely as Group R-3 (§ 28-118.19).
