NYC Admin. Code Title 28, Ch. 1, Art. 105 (§ 28-105.1 et seq.)
Under NYC Admin. Code § 28-105.1 it is unlawful to construct, enlarge, alter, repair, move, demolish, remove, or change the use or occupancy of any building or structure, or to erect/install/alter/repair a sign or service equipment, or to install/alter/repair/replace a gas, mechanical, plumbing, or fire-suppression system, until the Department of Buildings commissioner issues a written permit, subject to the exemptions in § 28-105.4. Section 28-105.2 classifies work permits into ten categories (new building, alteration, foundation and earthwork, full demolition, plumbing, sign, service equipment, temporary construction equipment, fire suppression system, and crane and derrick), and § 28-105.4 lists work exempt from permit, including emergency work, minor alterations, and ordinary repairs.
