Local Law 32 of 2023 amends NYC Administrative Code § 24-168 (Air Pollution Control Code fuel standards) to accelerate the phase-out of fuel oil grade No. 4 in boilers: it is prohibited in city property and public-school buildings on or after July 1, 2025, and in all other buildings on or after July 1, 2027 — advancing the prior January 1, 2030 deadline. Residual (No. 6) fuel oil was already prohibited in boilers on or after January 1, 2020, and no work permit, certificate of operation, or registration for a No. 4-oil boiler may be issued or renewed on or after June 30, 2024.
