6 NYCRR Part 613 — Petroleum Bulk Storage
New York State's Petroleum Bulk Storage (PBS) regulations (6 NYCRR Part 613), administered by NYSDEC and applicable to NYC properties, require owners of facilities with a combined petroleum storage capacity over 1,100 gallons (including heating oil stored in underground tanks for on-premises consumption) to register the facility with DEC and renew the registration every five years. Part 613 also sets standards for tank system design, construction, and installation; operating practices; inspection and leak detection; spill reporting and investigation; and tank-system closure. The current rules took effect October 11, 2015.
