NYC Fire Code (Admin. Code Title 29) FC 404; 3 RCNY 404-01 and 404-02
NYC Fire Code Section FC 404, implemented by rules 3 RCNY 404-01 (Fire Safety and Evacuation Plans) and 3 RCNY 404-02 (Office Building Emergency Action Plans), requires owners of Group B office building occupancies of specified size and occupant load to prepare, submit for FDNY acceptance, and maintain a fire safety and evacuation plan and emergency action plan. The owner must designate a fire safety/EAP director and supporting EAP staff (deputy directors, wardens, brigade members) and provide occupant procedures for fire and non-fire emergencies, including shelter-in-place, in-building relocation, and evacuation. The plan must include floor plans and information for first responders on the building's fire protection systems, layout, and means of egress.
