HUD's non-mandatory technical design and construction guidance (published March 6, 1991 at 56 Fed. Reg. 9472, and supplemented by the June 28, 1994 "Questions and Answers About the Guidelines" at 59 Fed. Reg. 33362) that provides a recognized safe harbor for complying with the Fair Housing Act's design and construction requirements for covered multifamily dwellings. The Guidelines give builders and developers detailed scoping and technical specifications; following them is one HUD-recognized way to demonstrate compliance with the Act's accessibility requirements, alongside other recognized safe harbors such as HUD's Fair Housing Act Design Manual (1996, rev. 1998) and qualifying ICC/IBC and ANSI A117.1 editions.
