TSCA PCB Rule
40 CFR Part 761 (esp. 40 CFR 761.20, 761.60, 761.61)
Implements the Toxic Substances Control Act (TSCA section 6(e)) ban on PCBs, prohibiting most manufacturing, processing, distribution in commerce, and use of PCBs and PCB Items (40 CFR 761.20), and setting marking (Subpart C), storage, disposal (40 CFR 761.60), PCB remediation-waste cleanup (40 CFR 761.61), and spill-cleanup (Subpart G) requirements based on PCB concentration. PCB-containing equipment such as transformers and capacitors is regulated as PCB Articles, and PCB remediation waste triggers concentration-based cleanup and disposal obligations.
