ETPA lets cities/towns in Nassau, Rockland, and Westchester opt in to rent stabilization (6+ unit buildings built before 1974). HSTPA 2019 eliminated vacancy decontrol statewide. Enforced by NYS DHCR. Active in dozens of Westchester / Nassau municipalities.
