NYC Admin. Code § 26-517 and the Rent Stabilization Code (9 NYCRR Part 2528, §§ 2528.2-2528.3) require owners of rent-stabilized housing to file an initial registration with DHCR within 90 days of a building becoming subject to stabilization and to file annual registrations for each unit by July 31 of each registration year. Failure to file a proper, timely registration bars the owner from collecting any rent above the legal regulated rent on file until the registration is filed, and § 26-517(e) (added by the 2019 HSTPA) subjects the owner to a fine of $500 per unregistered unit for each month the registration is delinquent.
