The Rent Stabilization Law of 1969 (NYC Admin Code Title 26, Chapter 4, §§ 26-501 to 26-520) is the governing statute for rent-stabilized housing in New York City. Section 26-504 (Application) generally covers Class A multiple dwellings of six or more units completed after February 1, 1947 (not owned as a co-op or condo), with exemptions, plus certain hotels and units that entered stabilization via tax benefits such as J-51 or 421-a. The chapter establishes the NYC Rent Guidelines Board (§ 26-510) and is administered and enforced by the New York State Division of Housing and Community Renewal (DHCR, now operating under HCR).
