9 NYCRR Parts 2520-2531 (Rent Stabilization Code)
The Rent Stabilization Code (9 NYCRR Parts 2520-2531), promulgated by the NYS Division of Housing and Community Renewal (DHCR), part of NYS Homes and Community Renewal (HCR), implements the Rent Stabilization Law for New York City. It sets detailed rules on legal regulated rents, lease renewals and offers, succession rights, required services, and the administrative procedures DHCR follows in enforcing rent stabilization. It was amended effective November 8, 2023 to conform to the 2019 Housing Stability and Tenant Protection Act (HSTPA).
