19 NYCRR Part 1240 incorporates by reference the State Energy Conservation Construction Code of New York State. The 2025 ECCCNYS, adopted by the State Fire Prevention and Building Code Council (NYS Department of State) via Notice of Adoption in the 2025 State Register and effective December 31, 2025 with no transition period, is based on the 2024 International Energy Conservation Code (IECC) and NYS ASHRAE 90.1-2022, with New York state amendments. Unlike the Uniform Code, which exempts the City of New York, the Energy Code is a statewide code applicable to all parts of the State, including New York City.
