19 NYCRR Part 1203

19 NYCRR Part 1203, adopted by the NYS Department of State under Executive Law Section 381, prescribes the minimum standards every authority having jurisdiction (city, town, village, or county) must meet when administering and enforcing the Uniform Code and the Energy Code. The current Part 1203 was a repeal-and-replacement that became effective December 30, 2022. Under Section 1203.3, local code enforcement programs must require building permits, review of construction documents, construction inspections, certificates of occupancy/compliance, and firesafety and property maintenance inspections, and Section 1203.5 governs compliance with orders to remedy. It defines the permit and inspection regime owners and developers encounter on regulated projects throughout New York State outside New York City, which retains its own code.
