19 NYCRR Part 1226

19 NYCRR Part 1226 incorporates by reference the Property Maintenance Code of New York State (PMCNYS) and requires that all existing buildings and all premises, and their occupancy and operation, comply with its provisions. It sets minimum maintenance standards for the structure, sanitation, mechanical and electrical systems, light, ventilation, space, heating, and occupancy of existing residential and nonresidential property, placing ongoing duties on owners, operators, and occupants. Part 1226 is part of the statewide Uniform Fire Prevention and Building Code (Executive Law Article 18) and applies in every municipality except New York City, which retains its own code. The current incorporated edition is the 2025 PMCNYS (based on the 2024 International Property Maintenance Code), which superseded the prior 2020 edition.
