The Chemical Bulk Storage (CBS) program, authorized by ECL Article 40 (Hazardous Substances Bulk Storage Act) and implemented through 6 NYCRR Parts 596–599, requires facility registration (Part 596), hazardous-substance identification, release prohibition and release reporting (Part 597), handling and storage standards (Part 598), and standards for new tank systems (Part 599). All underground tanks (any size) and aboveground stationary tanks of 185 gallons or more that store a listed hazardous substance — including a mixture containing 1% or more by volume of such a substance — are subject to the program, and releases must be reported and remediated. (Former Part 595 was repealed; its release requirements were folded into Parts 597 and 598.)
