The Site Remediation Reform Act (SRRA), N.J.S.A. 58:10C-1 et seq., established New Jersey's Licensed Site Remediation Professional (LSRP) program, under which the person responsible for conducting a remediation must retain a licensed professional to oversee the investigation and cleanup of a contaminated site within mandatory regulatory timeframes, rather than awaiting case-by-case NJDEP oversight (missed timeframes trigger NJDEP direct oversight). The ARRCS rules (N.J.A.C. 7:26C) set the administrative procedures, including remediation timeframes (Subchapter 3), fees and oversight costs (Subchapter 4), and the remediation funding source and financial assurance (Subchapter 5) for sites in the program.
