Conn. Gen. Stat. § 20-432
The Commissioner of Consumer Protection establishes and maintains the Home Improvement Guaranty Fund, financed by annual fees from registered home improvement contractors ($100) and salesmen ($40), to reimburse homeowners who obtain a court judgment, binding arbitration decision, or order of restitution against a registered contractor for a home improvement loss and cannot otherwise recover. As amended by Public Act 21-197 (effective July 1, 2022), the maximum payment is $25,000 per single claim (raised from $15,000); a contractor who fails to reimburse the fund is ineligible for a new or renewed certificate of registration until repaid, and such failure is a ground for revocation.
