NYC Charter §197-c requires that applications respecting the use, development, or improvement of real property subject to City regulation be reviewed under a uniform review procedure (ULURP). Covered actions include changes to the City Map, designations of zoning districts under the Zoning Resolution, special permits within the City Planning Commission's jurisdiction, and site selection for capital projects, with sequential review by the affected Community Board, the Borough President, the City Planning Commission, and (per §197-d) the City Council. Charter §200 ("Zoning resolution") governs amendments to the text of the Zoning Resolution, which are subject to Council review and approval under §197-d.
