Conn. Gen. Stat. § 20-420
No person may hold themselves out as a home improvement contractor or salesperson without first obtaining a certificate of registration from the Commissioner of Consumer Protection. Contractors that perform radon mitigation must additionally show certification by the National Radon Safety Board or National Environmental Health Association; contractors that remove or replace residential underground heating oil storage tank systems must show completion of a DEEP-approved hazardous material training program and $1 million in liability insurance; and, on and after July 1, 2008, contractors performing gas hearth product work must hold a limited contractor or journeyman gas hearth installer license.
