Conn. Gen. Stat. § 20-417b

No person may engage in the business of new home construction or hold themselves out as a new home construction contractor unless issued a certificate of registration by the Commissioner of Consumer Protection under Chapter 399a (Conn. Applicants apply online on a form provided by the commissioner and must furnish proof of general liability insurance of not less than $20,000 and, if otherwise required by law, the identity of their workers' compensation insurer. The application fee is $120, and certificates expire annually on March 31 and may be renewed at the same fee.
