Conn. Gen. Stat. § 29-406
No person may demolish any building, structure, or part thereof without obtaining a demolition permit from the building official of the town, city, or borough where the structure is located. A municipality may, by ordinance, impose a waiting period (up to 180 days) before granting the permit; during any such waiting period the applicant must take no action toward demolition — including site remediation and asbestos abatement — unless the building official determines that compliance would result in a danger to public health.
