Conn. Gen. Stat. § 29-252a
Makes the State Building Code the applicable building code for all state agencies, the Connecticut Airport Authority, and the Connecticut Port Authority, and requires that qualifying state or authority buildings (those that exceed the threshold limits in § 29-276b and require an independent structural review, or that include residential occupancies for 25 or more persons) obtain a building permit from the State Building Inspector before construction. The State Building Inspector reviews the plans and specifications for code compliance and must issue or refuse the permit, in whole or in part, not later than thirty days after the application date; the inspector also issues the certificate of occupancy required before occupancy. The statute assesses an education fee on each permit application, exempts these entities from the local permit (§ 29-263) and certificate of occupancy (§ 29-265) requirements, and allows any aggrieved party to appeal de novo to the Codes and Standards Committee not later than seven days after a refusal or a code-compliance order.
