Conn. Gen. Stat. § 29-265
No building or structure erected or altered in any municipality after October 1, 1970, may be occupied or used, in whole or in part, until the building official issues a certificate of occupancy certifying that the building, structure, or work performed under the building permit substantially conforms to the State Building Code and regulations lawfully adopted under it. Nine years after a building permit issues for a one- or two-family dwelling (or a structure on the same parcel) for which no certificate of occupancy has been issued, the permit is deemed closed and no enforcement action based on the work may thereafter be commenced.
