Conn. Gen. Stat. § 29-263
After October 1, 1970, no building or structure may be constructed or altered until an application is filed with the local building official and a permit issued; the application may be filed in person, by mail, or electronic mail, and the official must issue or refuse the permit, in whole or in part, within thirty days. A permit may be issued only on application of the owner of the premises affected or the owner's authorized agent. No permit may be issued to a contractor required to register under chapter 400 unless the contractor's name, business address, and Department of Consumer Protection registration number are clearly marked on the application and the contractor has presented its home improvement contractor certificate of registration. Within the thirty-day period the building official reviews the plans for compliance with the State Building Code (and, where applicable, the local fire marshal reviews them for Fire Safety Code compliance). The statute also requires the building official to assess an education fee on each building permit application, remitted to the Department of Administrative Services.
