63 RCNY Ch. 2 (Title 63 of the Rules of the City of New York)
Title 63 of the Rules of the City of New York is the Landmarks Preservation Commission's rulebook; Chapter 2, "Approval of Proposed Work on Designated Buildings and Structures," sets the standards and procedures for permit applications including certificates of no effect, permits for minor work, and certificates of appropriateness, with specific design criteria for items such as storefronts, awnings and canopies (§2-12), signage (§2-13), and HVAC equipment (§2-21). Amendments effective August 21, 2023 expanded the categories of work eligible for expedited and staff-level review (including painted wall signs and solar panels) and streamlined certificates of no effect.
