N.Y.C. Admin. Code § 25-310
Section 25-310 makes it unlawful to perform minor work that would change, destroy, or affect an exterior or interior architectural feature of an improvement located on a landmark site, in a historic district, or containing an interior landmark without first obtaining a permit for minor work from the Landmarks Preservation Commission. "Minor work" (defined in § 25-302) is work that does not constitute ordinary repairs and maintenance and that may be lawfully performed without a Department of Buildings permit; the Commission reviews whether such work is appropriate before granting or denying the permit.
