Under N.Y.C. Admin. Code § 25-305, no construction, reconstruction, alteration, or demolition of an improvement on a landmark site, in a historic district, or containing an interior landmark may proceed unless the Landmarks Preservation Commission has issued a certificate of no effect on protected architectural features, a certificate of appropriateness, or a notice to proceed. Section 25-306 governs the certificate of no effect: it is granted when proposed work requiring a Department of Buildings permit would not change, destroy, or affect protected (exterior, or for interior landmarks interior) architectural features — typically interior renovations or mechanical-equipment work — and it is issued at the LPC staff level without a public hearing.
