N.Y.C. Admin. Code § 25-317.1
N.Y.C. Admin. Code § 25-317.1 ("Civil penalties") establishes civil penalties for violations of the Landmarks Law, specifically work governed by sections 25-305 (work requiring a Commission permit), 25-310 (minor work requiring a permit), and 25-311 (maintaining a landmark in good repair), as well as orders of the Commission chair; these may be recovered in court or in an administrative proceeding (OATH/ECB). The most severe penalty — up to the fair market value of the improvement parcel, with or without the improvement, whichever is greater — applies where all or substantially all of an improvement has been demolished, while other violations carry fixed first-offense penalties plus per-day penalties (not more than $250/day) for continuing or repeat violations. The section also provides notice-of-violation, first-violation cure, and correction procedures.
