N.Y. General Municipal Law § 239-nn
Requires a municipality to give written notice, by mail or electronic transmission, to the clerk of an adjacent municipality at least 10 days before a hearing on a proposed special use permit, use variance, site plan approval, or subdivision approval for property within 500 feet of the adjacent municipality's boundary; the adjacent municipality may appear and be heard. This is a statewide New York statute (applies to towns, villages, and cities under one million population, excluding NYC) and governs all Westchester County municipalities to coordinate land-use decisions among bordering jurisdictions.
