N.Y. Village Law § 7-725-a
Authorizes a village board of trustees to empower the planning board (or another designated administrative body) to review and approve, approve with modifications, or disapprove site plans. The authorized board may impose reasonable conditions and restrictions, and may be empowered to waive requirements when reasonable. For site plans containing residential units, the board may require a park suitably located for recreational purposes or, where a proper case exists but a suitable on-site location cannot be found, a sum of money in lieu thereof set by the board of trustees; it may also require a performance bond or other security to cover required infrastructure and improvements, and must comply with the State Environmental Quality Review Act. The local law specifies which land uses require site plan approval and the plan elements addressed (e.g., parking, means of access, screening, signs, landscaping, architectural features).
