N.J.S.A. 40A:12A-5
Under the Local Redevelopment and Housing Law, sets the statutory criteria by which a municipal governing body may, after investigation, notice, and hearing, designate a delineated area as an "area in need of redevelopment" — including substandard, unsafe, or obsolescent buildings; discontinuance or abandonment of commercial, retail, manufacturing, or industrial use; faulty arrangement or design and excessive land coverage; and other conditions detrimental to the safety, health, or welfare of the community. Such a designation is the statutory prerequisite that enables redevelopment powers (e.g., adoption of a redevelopment plan and use of condemnation) provided elsewhere in the Law.
