N.J.A.C. 5:10-27.1
Upon the written request of a tenant of a unit in which a child or children 10 years of age or under reside or are regularly present for a substantial period of time, the owner or person responsible for managing a multiple dwelling must provide, install and maintain approved child-protection window guards on the unit's windows and on any windows in the public halls (subject to exceptions such as fire-escape windows, non-opening windows, owner-occupied units, seasonal rentals, and certain low-sill first-floor windows). Every lease must carry a conspicuous boldface notice of this right, and the owner must deliver a notice of the right to request window guards to each tenant at least twice in each calendar year.
