Under the Municipal Land Use Law, the municipal planning board exercises the powers of the act with respect to the master plan, subdivision control and site plan review, the official map, the zoning ordinance (including conditional uses), the capital improvement program, and variances and certain building permits granted in conjunction with subdivision, site plan, and conditional use approvals. Where authorized by ordinance, a nine-member planning board in a small municipality (subject to a statutory population threshold) may also exercise all the powers of a board of adjustment.
