N.J.S.A. 40:27-6.2
Under New Jersey's County Planning Enabling Act, the board of chosen freeholders (county governing body) of any county having a county planning board must provide for county planning board review of all subdivisions of land within the county, and for approval of those subdivisions that affect county roads or drainage facilities, in accordance with engineering and planning standards adopted by county resolution. Those standards are limited to adequate drainage facilities and easements, dedication of rights-of-way shown on the county master plan or official map, road/traffic improvements where a subdivision abuts a county road, performance guarantees and maintenance bonds (max 2 years), and provisions for waiving requirements to alleviate hardship.
