N.J.A.C. 5:23-2.14
It is unlawful to construct, enlarge, repair, renovate, alter, reconstruct, or demolish a structure, change the use of a building or structure, or install or alter regulated equipment in New Jersey without first applying to the construction official and obtaining a construction permit. The rule sets out exceptions, including ordinary maintenance (no permit or notice), minor work (which may proceed upon notice before the permit issues), emergency work, certain temporary structures, garden-type utility sheds 200 square feet or less and 10 feet or less in height accessory to residential buildings, ground-supported unelectrified signs 25 square feet or less and 6 feet or less in height, and fences 6 feet or less in height (except swimming-pool barriers).
