Residential Site Improvement Standards (RSIS)

Establishes uniform statewide technical standards (the Residential Site Improvement Standards, or RSIS) for improvements made in connection with residential development, organized into subchapters covering streets and parking, water supply, sanitary sewers, and stormwater management. The RSIS function as statewide standards that control these technical site improvements for residential subdivisions and site plans and preempt conflicting municipal requirements, while municipalities retain authority over matters such as layout, landscaping, traffic control, and density; the chapter was most recently readopted effective March 30, 2021.
