Conn. Gen. Stat. § 7-147j
Exempts from historic district controls (1) ordinary maintenance or repair of an exterior architectural feature that does not change its appearance or design, and (2) erection or alteration of a feature that the building inspector or similar agent certifies is required by public safety because of an unsafe or dangerous condition due to deterioration. If a building in an historic district is to be demolished, no demolition may occur for ninety days from issuance of the demolition permit if, during that time, the historic district commission or the Department of Economic and Community Development is attempting to find a purchaser who will retain or remove the building or present another reasonable alternative to demolition; the statute does not require the owner to sell.
