Establishes the ten-member State Historic Preservation Review Board, appointed by the State Historic Preservation Officer, which serves as and has the powers and duties of the board required under 36 CFR 61.4 — principally reviewing nominations of property to the National Register of Historic Places. The legislative body of a municipality may appoint a municipal preservation board (five to nine members), and the State Historic Preservation Officer must notify the municipal preservation board, or the municipality's chief executive officer if there is none, in advance of the Board's scheduled consideration of any National Register nomination in that municipality, with the municipal board permitted to hold a hearing and submit recommendations.
