Conn. Gen. Stat. § 7-147d
No building or structure may be erected or altered within a municipal historic district until an application for a certificate of appropriateness as to exterior architectural features has been submitted to and approved by the historic district commission. No municipal building permit for erection or alteration of an exterior architectural feature, and no demolition or removal permit, may be issued until a certificate of appropriateness has been issued; the certificate is required whether or not a building permit is required. The section also requires a certificate of appropriateness before any area within a historic district may be used for industrial, commercial, business, home-industry or occupational parking.
