Conn. Gen. Stat. § 7-147e
Governs applications for a certificate of appropriateness in a local historic district: the municipal historic district commission must hold a public hearing on each application unless it determines the application involves items not subject to its approval, with legal notice published in a newspaper of substantial circulation not more than fifteen nor less than five days before the hearing. Unless otherwise provided by ordinance, a majority of members constitutes a quorum and a concurring majority vote is required to issue a certificate. The commission must act within sixty-five days of the application's filing (under § 7-147d); failure to act within that period constitutes approval.
