Effective March 1, 2026, Connecticut's Release-Based Cleanup Regulations (R.C.S.A. §§ 22a-134tt-1 to 22a-134tt-13, adopted under the authority of CGS §§ 22a-134pp to 22a-134xx, Chapter 445b) took effect and the longstanding Transfer Act sunset, shifting Connecticut to a release- and risk-based cleanup framework administered by DEEP. Under the program, a reportable release of a hazardous substance must be reported, investigated, and remediated to the regulatory cleanup standards (soil compliance measures in R.C.S.A. § 22a-134tt-9, groundwater in § 22a-134tt-10), with required release documents verified by a Licensed Environmental Professional (or, in limited circumstances, a Permitted Environmental Professional). This is now the primary program governing cleanup of contaminated real property in Connecticut.
