Conn. Gen. Stat. § 22a-42a
Directs municipal inland wetlands agencies to adopt, after a public hearing, regulations establishing the boundaries of inland wetland and watercourse areas, the form for applications to conduct regulated activities, notice and publication requirements, criteria and procedures for reviewing applications, and provisions for administration and enforcement. Once such municipal regulations take effect, no regulated activity may be conducted upon any inland wetland or watercourse without a permit from the agency, and the agency may grant, condition, limit, or deny permit applications and may require a filing fee sufficient to cover the reasonable cost of reviewing and acting on applications.
