N.Y. Real Property Actions and Proceedings Law (RPAPL) Article 7-A (§§ 769-783)
RPAPL Article 7-A authorizes at least one-third of the tenants of a building (in NYC and Nassau, Suffolk, Rockland, and Westchester counties), or the local housing commissioner (HPD in NYC), to petition the housing court to appoint an administrator to manage a building in place of the owner when conditions dangerous to life, health, or safety have existed for at least five days (§ 770). The court-appointed 7-A administrator may demand, collect, and receive rents and security deposits, order the materials, labor, and services needed to remedy the cited conditions, and may accept and repay moneys from HPD for managing the premises, repairs, or capital improvements (§ 778). In NYC, HPD administers the 7A program and oversees administrators.
